The dynamics of steam coal mining and consumption during the years of independence, the impact of the regulations implementation and of progressive price scale to improve coal quality and displacement of gas and fuel oil from thermal power plants fuel base are analyzed. It is shown that the markets of steam coal and electricity are interdependent, and in terms of the purchase price of electricity generated by thermal power plants state regulation the base price of coal should be determined basing on fuel part in electricity cost price. The history of privatization of the coal and energy industries is considered in detail. It is proved that vertically integrated energy companies creation helped to reduce the cost price of coal, to transform mining and generation companies to cost-effective. Cost price of coal production of state companies is much higher than the base price of thermal coal, which in previous years required a large amount of state support for state mining industry, which, however, was spent less than optimal. The changes are analyzed in thermal coal mining and consumption in state and private sector during 2014–2015. The problems are determined arising from complications in anthracite and semi-anthracite supply from temporarily uncontrolled zone, from limited possibilities of coal import of these ranks, and from falsely understated purchase price of electricity generated by thermal power plants when rejection of the state coal industry support.
